I have not noticed, but the actual experience of people in the plan, whose identity has been stolen, and by the security plan and recovery of-use program firsthand. Has anyone tried Identity Theft Shield of Prepaid Legal? If not, what other program works to protect against identity theft?

No need to spend money on plans to protect against identity theft wastes. Just have a credit freeze on their credit file is saved (which you can do that now almost all states). In this way, no one (including you) obtain credit in your name. If you receive a credit in the future (eg the need to apply for a mortgage), can temporarily lift the Credit, then again after completion.
I had no personal experience, but I talked to people that the scheme offered by Zander insurance, have used. I recommend it.
